  • Linda J. Sallop

    President & CEO
    Linda founded the Charter Management Group of Companies in 1990 and remains President and CEO.

    Charter Management is a Property/Casualty Insurance Company with a flagship carrier, Atlantic Charter Insurance Company. It is the 9th largest Worker’s Compensation carrier in Massachusetts and it holds licenses in New Hampshire, Rhode Island and Connecticut as well. Linda is a Trustee for Spaulding Rehabilitation Hospital, as well as a Member of the Corporation of Mass General Brigham. Linda has been a Trustee of the Woods Hole Oceanographic Institute since May 2018. In 2016, Atlantic Charter Insurance Company appeared in the Top 20 of Boston Business Journal’s list of Largest Property & Casualty Insurance Companies in Massachusetts. Linda had been featured from 2002-2007 in the BBJ’s list of the Top 100 Women-Led Businesses in Massachusetts and most recently, in the February 2023 edition, Atlantic Charter became recognized as the 5th Largest Women-Owned Business in Massachusetts. She is a Member of, and Past Chairman of the Board for, the Workers’ Compensation Rating and Inspection Bureau. She is also a Life Trustee for the Insurance Library Association of Boston, and a sponsor of the Woods Hole Film Festival. Linda holds a Bachelors of Arts degree from Barnard College and a Juris Doctorate from Suffolk Law School. She is a member of the Massachusetts Bar Association.

  • Mitchel I. Weisman

    Executive Vice President
    Mitch is one of the founding principals of Atlantic Charter Insurance Company, where he serves as Executive Vice President and oversees the claims, safety and health, and underwriting operations of the company.

    Mitch helped develop Atlantic Charter Insurance Company’s progressive safety and health claims program, and believes these services set the company apart from its competitors. Mitch appreciates his dedicated staff and the entrepreneurial spirit with which they approach each day. Mitch is a graduate of Suffolk University and received his Juris Doctorate from New England School of Law.

  • Joe Russo

    Treasurer and CFO
    Joe has more than 25 years of experience in the insurance industry, and has been a member of the Atlantic Charter Insurance Company team since 1993.

    Joe serves as Treasurer and CFO and oversees the accounting, budgeting, and information technology functions of the company. In addition, Joe is responsible for safeguarding all of Atlantic Charter Insurance Company’s assets and handles the company’s regulatory and rate agency filings. He enjoys the team oriented approach at Atlantic Charter Insurance Company and values the friendships built during his time with the company. Joe is a graduate of Merrimack College, and is a current member of Merrimack’s Leadership Council. He is a certified public accountant (CPA) and a member of the Massachusetts Association of Accountants. Since 2004, Joe has proudly served on the Board of Directors at the New England Center for Homeless Veterans.

  • Michele Shatto

    Claims Manager
    As Manager of the Claims Department, Michele brings 30 years of experience, knowledge and passion for workers’ compensation claims and risk management to her work with Atlantic Charter Insurance Company.

    Michele’s calm, straightforward management style and interpersonal skills foster an environment that motivates employees to be positive and supportive of company goals. She works closely with her team to resolve claims in a thorough and cost effective manner. Michele values the relationships she has established with the clients and brokers of Atlantic Charter Insurance.

  • Julie Bowler

    Vice President of Regulatory Affairs
    Julie is a seasoned professional with 35 years of insurance, healthcare, and regulatory experience.

    Julie joined Atlantic Charter Insurance Company in 2007 first as a member of the Board of Directors. She currently oversees all industry regulatory affairs. Her past experience in both the public and private sectors of the industry gives her a unique advantage when representing Atlantic Charter Insurance Company before government agencies. Julie enjoys the environment of the company, and finds her colleagues to be smart and personable. Julie earned her Master of Business Administration from the University of Massachusetts and is a Doctoral Candidate in Biomedical Ethics at Georgetown University. She served as the Insurance Commissioner of Massachusetts from 2002-2007.

  • Neal Freedman, MS, CSP, ARM

    Safety and Health Manager
    Neal brings 19 years of teamwork and dedication to his work at Atlantic Charter Insurance Company.

    Neal manages the Safety & Health Department and also provides loss control services to Atlantic Charter Insurance Company clients. Neal assists the underwriting department in the acquisition and retention of business and coordinates with claims specialists to provide seamless service to Atlantic Charter Insurance Company clients. He values the open communication and trust between company leaders and the Atlantic Charter Insurance Company team. Neal is a graduate of the University of Massachusetts Amherst. He earned a Master of Science in Ergonomics from the University of Massachusetts Lowell and is a Certified Safety Professional.

  • Anne Clark, JD

    Insurance Defense Trial Attorney
    Anne has managed Atlantic Charter Insurance Company’s affiliated law firm, Sallop & Weisman, for 25 years.

    Anne’s expertise in workers’ compensation, combined with her experience as an insurance defense attorney, make her uniquely qualified in the litigation and resolution of insurance cases. She subscribes to the philosophy that the resolution of workers’ compensation claims requires a partnership between employer and insurer. Anne believes in the benefits of teamwork, and enjoys the relationships she has established with her colleagues at Atlantic Charter Insurance Company. Anne is a graduate of Suffolk University. She earned her law degree from New England School of Law.

  • Jacquie Willett

    Director of Business Development/Underwriting Manager
    Jacquie brings problem-solving skills and more than 25 years of industry experience to Atlantic Charter Insurance Company.

    As Director of Business Development, and Underwriting Manager, Jacquie is responsible for all activities relating to the marketing, sales and underwriting of the company, including oversight of new and renewal business, advertising, and public relations. Jacquie also assists in maintaining business growth and retention by developing strategic partnerships with area agents and brokers. She enjoys the daily challenges and opportunities that come with working at Atlantic Charter Insurance Company and appreciates the teamwork and consistency at the company. Jacquie is a graduate of Pine Manor College in Chestnut Hill, Massachusetts.
